I reckon it's because it's easier to be a victim than think for yourself. Self introspection can be jarring because it raises some hard truths within yourself, the ego doesn't want to let go but in the end it makes you stronger. A victim on the other hand, gets pity from others and gets to shirks their self responsibility.
Victimhood is a tempting process for obtaining power to the person with a less developed sense of self. They think, "I feel sorry (and therefore like) victims, why wouldn't everyone think the same about me if I claim victimhood?". What they don't realize is deep down nobody actually likes or respects a victim. People pity victims, which is a far cry, but easily mistaken by a lesser mind.
It reminds of when I was a kid, around 6 or 7 years old. A friend of mine got hit by a car and had a broken leg, I remember feeling a little jealous at one point because of all the attention he was getting from everyone and I wanted to have a cast on too...
These people are like children, starved for attention.
