Oh it is 100% that. That's how you get those compilations of all of the puppets saying "this is extremely dangerous to our democracy" and "the walls are closing in". It's not about reporting the facts in a negative light, it's about repeating whatever they want you to think in great volumes (across several major networks) and with the consistency of a fast food restaurant. NPC's are programmed by repetition alone, nothing else.
