I’d say more be on guard around people who are voluntarily doing things that show identification with criminal subcultures. Sagging pants, etc. Location matters too, when you’re in a place with high prevalence of a criminal subculture. People can’t help their skin color, but they can choose whether they’re going all in on respecting thug culture. I’ll be more on-guard around a black guy with sagging pants in inner-city Chicago than a middle-class suburb.
