The police claimed they closed off the highway and weren't sure how he got on the highway. They speculated that he may have gone up the wrong way of an off-ramp. I haven't heard an update since then.
Not only should the driver be released but he should file a lawsuit against BLM, ANTIFA, the city of Seattle, and the State for creating the conditions that put this guy in the position of killing a person.
When shopping for cars recently, I discovered I could buy an used V12 Aston Martin. However, after looking at the gas and maintenance, I noped the fuck out.

In the video Tim states the on ramps were closed but it's possible the driver could have entered on through an off ramp.
If so then he is not liable. He took measures to try and avoid them. You could see it.
