There's more to this incident. Apparently, this has been a nightly recurring protest (ie: a party for jobless activists with nothing better to do) and the police have been closing off access to the highway.

So, there is a question of how the drive got onto the highway. It was either an innocent accident or it was somehow intentional. The police have already said he wasn't impaired. So who knows.

Still, keep off the highway!
