Trump put a ban on it but some individual embassies put it up anyway- likely wanting to provoke a fight with the admin. I think it's a disgrace that we would ever fly any unofficial flag at our embassies let alone any government land or office.

Subject any embassy caught flouting the ban to immediate review. The diplomat in charge of the embassy will be required to pen an apology to the offended country, and any staff or officials involved in putting up the offending banner will be sacked promptly when sufficient evidence turns up.
