What's the point that's being made here? If it's that the timestamps occur on the hour, almost certainly anyone doing organized social media would be using a tool to schedule tweets to have maximum impact.
It's not surprising at all that these aren't organic tweets, almost certainly the work of his handlers. I'm pretty sure if he were left to his own devices to tweet, Biden would be a spectacle both entertaining and sad.

I agree. His accounts are being managed with a social media scheduling tool. It's almost impossible to manage a marketing campaign without one.
