I've heard from another thread it's because Soros has set up a plan for this to continue his work. It's not just him. There are more people working with him. Trump once said that "deep state is deeper than he thought". But I bet Trump is working on this behind the scenes. He just doesnt announces it publicly because announcing your plans to the enemy contradicts the Art of War, which is what Trump uses to fight the deep state. He is expanding Gitmo. Ask why and for whom. ;)
