Forget forfeiting benefits. If they are violently rioting/looting, they should be subject to the usual legal means of being shot on the spot.
These riots would have been over in less than 48 hours, if the police had simply starting taking down rioters with lethal force. If the rioters tried showing up with larger numbers, then the National Guard goes to work on them, supplemented with Army, Marines, and Air Force as necessary.
