They're literally creating cases out of "probable" and even worse PUI(Person under investigation) "suspicion". No tests required. They have been intentionally counting people twice since tests became widely available.
It's my understanding that people who have tested positive have to get tested multiple times until they're confirmed negative. My guess is they count every single one of those as a new case. This is a fucking scam.
