Nope. They are still allowed to go faithless in the states that permit it. GEOTUS still has to win both the electoral and the popular.

There are a group of states that want allow their electors to side with the national popular vote. This supreme court ruling does not prohibit that. The ruling allows states to bind their electors to their own state's vote but does not prohibit states from also passing laws which give away their votes to the national popular majority at the discretion of the elector. As it stands right now, if GEOTUS has any chance of winning those states he must also win the national popular vote. If he doesn't the electors can chose Biden even if GEOTUS wins the state, and they also have the option of choosing Biden if Biden wins the state but Trump wins the national popular vote. The national popular vote shouldn't matter at all, but you can count on Democrats to always act in bad faith and subvert the rules.
