This "nationwide popular vote pact" is insanity. How quickly would the USA devolve into authoritarianism when California gets to decide to triple count votes for democrats, and not count votes for Republicans.

National popular vote would require that the FEC take over running presidential elections across all states, removing the "self governing" aspect of states. This means that the sitting administration gets to set voting law by executive order, essentially enshrining their party as the only party that will ever win again.

National popular vote makes zero sense when each state decides how to count votes. There is nothing that stops a blue state from suppressing red votes, or a red state from suppressing blue votes. Fraud only goes as far as the state line with the EC, because more fraud in CA doesn't equate to more victory points. With national popular vote, more fraud ALWAYS pays dividends.
