Then there could be regional confederacies against the federal government. Not gonna happen beyond college sports.

It's an agreement, or a pact. That's not allowed if challenged in court.

Colorado is trying to give popular vote to one candidate. How did they make an agreement with another state in doing so?

The entire pact kicks in if a certain number of other states join in. Otherwise there is not one single state acting alone.
