The rise in new cases is due to the protests, which consists of younger and generally healthier people. They aren't going to die, and they aren't going to be sent to nursing homes (we hope).
The virus itself becomes less lethal over time as well; people become even less likely to die.

Why would you hope they won't? "Nursing" homes mean medical care, and with hospitals paralyzed by the crushing patient load of the horrifying apocalyptic global pandemic that threatens every human on Earth it's the most logical place to send them. Right? Right? The fact that a nursing home's residents will die in vast numbers as a result is somewhat sad, but what's a governor to do? --- Andrew Cuomo
You're completely accurate at least for the Minnesota data that I'm tracking.
There is currently a spike in cases for people between the ages 6-19 and 20-29 years old. This spike seems to have started roughly two weeks after the protests/riots at the end of May. All other age groups are on a continued decline in case numbers.
Deaths are continuing to decline in older populations and are almost non-existent in younger populations.
It really doesn't take much thought.

Treatments are better known now.
