I used to wonder what was wrong with black people until I left the USA and met black and mixed people from Africa and the Caribbean.

I'm actually working on an idea like that.
Tiered reparations, so if you want the full package, you drop your passport on the way out.
We end welfare (systemic) here, but you can continue to get it for a time if you expatriate from the USA and repatriate to Africa.
The rest of the package would ensure everyone benefits, even people with no known African ancestry. Gotta be fair, right?
I'd like to see it grow into a way to help Africa -- and keep the Chinese from taking over.
We could work out a deal with a couple of African nations.
Maybe we could even shorten the sentence of some prisoners if they agree to move to Africa and the countries accept hosting them.
