Rent in the burbs is often much cheaper than the city. A two bedroom, two bath apartment can be found for about $1000 per month in St Charles county. Even cheaper if you are willing to go with a mobile home, or live in a slightly bad area. You would pay almost double in the city itself.
Of course they are selling run down homes for almost nothing in some of the city neighborhoods.

Beautiful old Victorian houses that could have been rehabed for not too much money. In total he donated
