It sounds to me like she is saying that the black communities are just a bunch of post-adolescent children. If I were in one of those communities, I'd be screaming to get more police instead of less. Instead, the mayor is blaming the innocent people.
Atlanta is going to have black flight soon enough. Many of these black Americans are wealthy enough to leave the city, but too attached to the community. That's going to change if the community is left to rot by the mayor and people fear for their families.
