It's not unheard of in Church history to have heretical hierarchs. Nestorius for example was the Patriarch of Constantinople, yet the heresy with his namesake, Nestorianism, spread east and combined with other Arabic beliefs to create "Islam" which is a Christian heresy at best. Long story short, it's not the hierarchs that make the Church, the Church is the Church whether or not the hierarchs or its people are corrupted or not. The scriptures say not all who calls upon the Lord is one of His.
