If they want to move online then there is no need for student visa's at all. Hell, it would be easier to gain an American education for people outside America. All you need is an internet connection and to pay for it.

No idea if that last part is a good thing or not.

I am a Brazilian international student, huge fan of TheDonald. You guys simply are the best country with the best universities and all over the world people want to enjoy that. The exception is the chinese which really do not assimilate at all and are there just to spy
