It certainly shouldn't be endorsed by a government agency, and should definitely not be painted in front of a courthouse. I don't want either a divisive racist statement, or a marxist terrorist organization, associated with the legal system, thank you. Given that the painter had a permit - okay... it's legally permitted. I have a fundamental disagreement with that decision though; see above. Legally speaking, covering it up may be a crime, but as others have said, "hate crime" is BS, and it certainly wasn't violent, or a violation of civil rights.
