OK, but what are the odds that that couple actually knew that someone had gone out of their way to get a permit to paint on the street? 99.9% of these "murals" are literally just vandalism. Plus, I highly doubt any city would be giving out permits to legally vandalize public streets in the first place if it wasn't the year 2020.
