A minority spraying a racist slur on his own car, or a loser hanging a noose on his own neck or car, or any other hoax, is itself a hate crime.
The hoaxers intent is to gin up racial hatred and division, with a specific group as his target.
That is a hate crime and should be treated as such, judged as such, and punished as such.
