They said "racially-motivated." That's not the same thing as reporting a crime that a black person (or other mentioned in the article) has committed.
I've called the police on a few people. I have never once described color. I report the crime or suspected crime.
When they ask for a description of the perpetrator, then I provide it.
These people are addressing the woman who said she would call police and tell them a "black man" did something.
She was attempting to create bias in the police against the man.

The description of an offender can be described in lots of ways and as long as you aren't fabricating a crime, it should not be something you can be charged for.

So if it is interpreted as "racially motivated"..........seems like a lot of people don't get how this and the supreme court ruling on Oklahoma will actually play out....they know they can't pass "if white people call the cops on minorities" laws...yet......but they can pass a grey area law that accomplishes much the same thing once one or two black guys get the cops called on them for breaking into their own cars after locking their keys in and the white people go to jail for misinterpreting the situation.
The grey area laws will be passed now, and will be tightened up later when politics is more amneable to "reduce confusion"
