Satire is making fun of someone or something in a fictitious context. Cohen was sitting next to the actual person (not fictitious) and asserting that he was a pedophile using "comedy" as a cover.

Biden and Hillary actually do have legal grounds to sue for defamation. The reason they don't is because a court case would reveal that all of it's true.
