No. Our current manufacturing has more than enough capacity for training and conducting our current and past wars. Enough that there is new surplus on the market. This is well above and beyond what the US can use alone. Think wayyyyyy bigger.
The army is considering adopting a new squad automatic weapon chambered in some 6.8 cartridge. It could be related to these upcoming tests and or adoption of that new cartridge.
6.8 is not in the cartridges listed in the DOD release in the article. The request is for 5.56, 7.62 and .50. The new 6.8 cartridge is going to be very limited in scope, probably for socom only, and will most likely go the way of 6.8SPC. Logistics is the biggest factor.

Again, our current capacity can more than keep up with that, especially considering how much the wars have run down.
I've done the same. We've had no shortage as of late. The list includes training rounds.

When I went through basic we couldn't go to the range all that often because of ammo shortages; it was all being sent to Iraq/Afghanistan.
I'd wager doctrine has already or will be changing to allow for more time on range.
The more bullets used on training, the less bullets required to hit your target.
