Some android phones actually have an IR blaster in them that will allow you to install an app that achieves the same outcome. The app is called TV Kill and it works with almost all TVs in my experience.
It's super easy. If you have a soldering iron and a high school diploma you can easily build it. No programming required, just soldering. Or you can get one of these: https://www.tvbgone.com/ but it's probably not as good as the adafruit one.
Just need to speak to the manager. Tell them you are disturbed they have a channel on their TVs that only shows Trump news and you would like CNN changed.
