Some android phones actually have an IR blaster in them that will allow you to install an app that achieves the same outcome. The app is called TV Kill and it works with almost all TVs in my experience.

I doubt you can bring that through the airport. Would probably have to get a plastic case for it.

It's super easy. If you have a soldering iron and a high school diploma you can easily build it. No programming required, just soldering. Or you can get one of these: https://www.tvbgone.com/ but it's probably not as good as the adafruit one.
