So then maybe we should look into fixing or improving them instead. Gangs are obviously a real problem and are constantly moving and expanding. There needs to be a way for Law Enforcement to share knowledge and to keep up to speed.

The solution to the government keeping a database of citizens acting lawfully in the presence of others is not to "fix" the database. It's wrong at face value. Being in a gang (a group of people) is not illegal. Doing illegal things is illegal. Robbing. Murder. Contributing materially to a specific crime.

Allowing the government to record people by virtue of who they are in the presence of is wrong.

Mark the Proud Boys as a gang. Now they can list every member in a police database. Mark the Kekistanis as a gang. Do the same to them.
