The sergeant at arms will assign and load the rifles and each marine that wishes to do so can verify what is loaded in his rifle before assembling for inspection.
If you were assembling marines to carry out HRC's sentence, however, you'd have ten gross of them requesting m134 miniguns and m136-AT4 rockets and shit like that and not a blank to be found LOL. You wouldn't have anything left to bury besides speckles of red mist.
