Billboards are easy to rent. My friend rented one in a city of 100,000 and it cost him like $1500 a month. His business generated $0 from that advertising venture.... but he really liked seeing his face up there so he kept it!
Pro-tip: You should have the least amount of text possible.

Thanks for the tip. If I run something like this locally it will be more focused on the Mayor, City Council, & District Attorney. Maybe throw in the Governor for the state as a whole.
There are a number of easy ways to find out. Usually there is a number on the frame of the billboard you want. They will have others. Ad space on billboards is in high demand right now, however. So you may find that the spots are already locked into contracts.
A solution for this would be to hit up digital led billboards. They usually do 10 ads, one every 6 seconds. They run cheaper per month, but it depends on the traffic to the location which is calculated using the DOT data.
