We'll see but the Muskogee nation doesn't have the funds, manpower, or infrastructure to administrate eastern OK. They can't physically do it. Even if its all the Five Civilized tribes they still can't. Will there be some negotiation? Maybe. There is no way they can administer the land or hold it so there has to be a deal somewhere. They aren't ready for the shit storm of having to suddenly accept jurisdiction for half of OK.
