he's not too bright. he basically ceded the authority of his own court with the amicus appointment after the fact. sullivan is basically rubber stamping this and the other retired judge is doing the leg work for these bizarre hail marys.

What if his life or his family's has been threatened if he complies with the order and he's begging someone to take it out of his hands?

Well could be.

If this appeals court hail mary fails he will have to execute the lower court order or risk all kinds of official trouble. Before he's just being an ignorant dickweed but if he takes the next step into defying court decrees than he opens himself up to the impeachment or removal process, possibly even federal charges against him.
