Sullivan is doing his part nicely to completely undermine the independence of the Judiciary. There's no law degree required to see how absurd this is. The judge has inserted himself into the shoes of the executive branch by refusing to grant the motion to dismiss. Further, Sullivan is ignoring precedent which demands that he dismiss the case unless the prosecution is repeatedly dismissing and refiling charges to harass someone.
As an aside, I saw a strange theory that Sullivan's son had kidnapped and raped a girl, nearly killing her. Story goes that the son got daddy involved, the girl survived, and daddy made it go away. May be worth looking into as it's the only theory I've seen that explains Sullivan's behavior. However, it seems to only be talked about at the fringes so who knows if it has any legs.
