Hackers?? These signs usually have an unlocked padlock on them and the username/password is usually written on the inside. I'm of course not insinuating or recommending anyone mess with and/or hack a government owned computer. But for educational purposes only, I'm just saying that they're usually not very secure.
If anything, you're overestimating the security of those signs. The security on those things is just babytown frolics.
That said, there are usually severe criminal penalties for messing with those things, and they tend to be in high traffic areas with a lot of cameras around. And the people who are supposed to have access can change it right back.
