That’s exactly correct. Look over the article to get an idea of information that’s collected. Most of this information stays static for a while on your system. They can take this information, collected through JavaScript, and use it to uniquely identify your device, even without any personal information. They can tie this to your username also. So even if you’re not logged in, they can still know it’s you
Happen to have first hand knowledge that this and other marketing telemetry is used for .gov intel/recon based on the offerings of a defense contractor. Sorry I am going to be extra cautious and not give names because this is niche.
I suspect that it's main purpose is ban evasion. I was banned there a couple of weeks ago. Completely scrubbed all reddit cookies from my browser. Unplugged my router when I went to bed. Confirmed that I had a new IP address in the morning. Made a new account. Used it for about a week and then found the new account was banned just yesterday. The reason they gave was for "harassment," but I hadn't posted anything that was even close to harassing anyone. I had literally just posted in a couple of sports subs and told some people their photography looked nice.
Unfortunately for these dipshits I have two computers and a cell phone, all with separate accounts, so they still have a lot of work to do to keep me off the site.

This is more for marketing and for corporations. If government wanted to track us, I think they would use different methods
But they're already buddy buddy with companies like amazon and google so it's not like that would be much of a stretch. Just another contract.

Interesting. I used to ban evade all the time and I've never been caught
If you use obfuscation addons like Chameleon you can somewhat mitigate this issue
Add in Umatrix and get used to your web being broken until you figure it out, and you're mostly covered
They can still hunt you down with single pixel image trackers though
