Yeah of course it's to perma perma ban people and bots. Simply IP banning isn't good enough to get people off. This is a somewhat little known tactic but your browser itself basically has a fingerprint and reddit can ban the fingerprint instead. That way you have reencode your browser or use a different one. It's an extra step to keep bots or super trolls off. Or maybe they're stealing data too probably.
