I just deleted my comments about this, because I think I may have been totally wrong.
It's about an old treaty, so maybe Congress has to renegotiate this treaty, and when the Indians figure out that the Feds are too far away to enforce law, they will not love the lawlessness, and will prefer Oklahoma to do it.
Apparently Federal sovereignty is over other matters too, in that part of Oklahoma, not just Serious Crimes. Whew.
