The socialists always claim that failed communism and socialism wasn't pure enough marxism - and that is why they failed. This argument is used by most socialists I've discussed things with. Since it never lasts more than a few decades before the country goes to total crap - they just argue the marxism was 'perverted' and if we go all the way it'll work. So I would say the meme is close enough to fully correct.
May be some truth in that. But there is always some socialist bureaucrat selling the idea inside socialism. Socialist countries also end up getting the 'deep pocket bureaucrats" stealing a lot of wealth and amassing power. Probably worse in socialist countries because the middle class gets obliterated so you end up with a giant mass of low income and a tiny group of closed-off elites. When you get a big middle class there is a better chance to kick people up into nation management positions. Socialist countries usually end up in-breeding leadership very quickly and thoroughly
