I've said this for years. I suspect it was due to a number of factors:

So...as someone who spent a decade in the military, and a little more than that as a DoD civilian let me tell you the truth. Everyone who is an officer in the military has a college degree. Most of them got that degree is some form of the humanities or some degree that ends in "studies". All of our senior officers have advanced degrees. They metriculate freely between the Pentagon and various universities. The Army has been pushing "Wokeness" for decades. They adopted some of the most woke definitions of rape long before universities did. (I was told as a specialist in 2004 that if I engage in sexual activity with a female that had consumed ANY alcohol that I had committed rape, because consent cannot be given in the presence of alcohol. I was also told that the reverse was not true, that if I drank and she didn't that I still had committed rape.) In fact, I would go so far as to point out that the title 9 kangaroo courts that Obama pushed to universities look suspiciously similar to the court martial process that military personnel suffer under.
Don't expect the military to side with you. It won't. Hate to break it to you, but we lost them a long long time ago. Even if the guys on the ground hate this crap, they won't mutiny.

Article 15-6 of the Uniform Code of Military Justice is an Investigation into misconduct. It's serious for whomever approved that MOI (Memorandum of Instruction). It's not court-martial (jail) serious, but it's career ending serious.
The level of scrutiny that DoD Senior Leaders get from the P.C. mob and Congress is way more than you could probably imagine. I'm not sure how much the public is aware of Senior Leaders being called to testify on different matters before various committees. One slip up gets ends your career or worse, the Micheal Flynn treatment. As a result, many leaders have become politically risk averse. Add to that GEN's Kelly and Mattis (both highly respected men) selling out to the swamp or doing the unthinkable and wading into the political quagmire.

What the Navy CPT did was only wrong because he used an unsecured network to relay his concerns and as a result they were leaked to the press. Had he valid concerns, he has a SIPR (Classified Network) with which to communicate those concerns to his Senior Leaders so that the Chinese and the whole world weren't told that a U.S. Carrier was combat ineffective. IMO he should have been charged (after the 15-6 Investigation) for transmitting classified information over and unsecured network (pretty much the same charge for Vindeman). Those are merely my personal opinions and I know that I may not have all of the information.

So as a 12B, imagine the BDE CDR of the Devil BDE (82nd Airborne) who is on DRF/ IRF/ SRF (Fight Tonight Global Response Unit) sending an unclassified email to the Division CDR and CCing 20-30 other staff members stating that Devil BDE is combat ineffective. That is unthinkable, right? To the Navy CPT's credit, he had COVID 19, and up until that point had been a stud. IMO the COVID impaired his judgement, that's why the Navy didn't charge him. Frankly, I'd be impressed if China could kill 10,000 of our service personnel. They are really much weaker than they play at, and most people saying otherwise are either drinking their kool-aide, or think numbers of men under arms or ships in a navy are all that matters (far from it). Their soldiers are physically and mentally weak, poorly trained and equipped (why do people think Chinese made weapons would work any better than Chinese made anything else?), and poorly led and motivated. They don't even give them fucking body armor! They say it's because it would dampen their "fighting spirit" (which they don't have), but in reality their soldiers are so weak that the armor would be too heavy for them. Most importantly, the Chinese military is completely untested and far too overconfident (at least outwardly), which smacks of hubris. They thought they'd just waltz into Vietnam in 1979 and grab some land, and they got their shit absolutely rocked. That was the last war they fought, and that lasted only a few weeks before they were beaten... operating from their home turf, across a land border. Now imagine what happens when they have to take on the US Navy and Air Force, as well as the US Marine Corps. Imagine the Army Rangers, Special Forces, and Navy SEALS raiding their ports and air fields. Shit, imagine what our missiles and EW weapons will do to their communications and electrical grid. What can they do about any of that? Fire some medium range missiles at Guam? Try to attack our Navy? Good luck!

As a guy on the ground, I disagree. Most enlisted personnel aren't aware enough to really know what's going on, so they just accept whatever shit sandwich they're handed. I'd say there's probably equal parts who are actively engaged in using SJWism to destroy the military/country and who are actively fighting against SJWism. Article 15-6 of the Uniform Code of Military Justice is an Investigation into misconduct. It's serious for whomever approved that MOI (Memorandum of Instruction). It's not court-martial (jail) serious, but it's career ending serious.
The level of scrutiny that DoD Senior Leaders get from the P.C. mob and Congress is way more than you could probably imagine. I'm not sure how much the public is aware of Senior Leaders being called to testify on different matters before various committees. One slip up gets ends your career or worse, the Micheal Flynn treatment. As a result, many leaders have become politically risk averse. Add to that GEN's Kelly and Mattis (both highly respected men) selling out to the swamp or doing the unthinkable and wading into the political quagmire.
What the Navy CPT did was only wrong because he used an unsecured network to relay his concerns and as a result they were leaked to the press. Had he valid concerns, he has a SIPR (Classified Network) with which to communicate those concerns to his Senior Leaders so that the Chinese and the whole world weren't told that a U.S. Carrier was combat ineffective. IMO he should have been charged (after the 15-6 Investigation) for transmitting classified information over and unsecured network (pretty much the same charge for Vindeman). Those are merely my personal opinions and I know that I may not have all of the information.

I can agree that that Captain had legitimate concerns, but didn’t he skip his chain of command as well as use an unsecured means of transmission of highly classified information? A career officer highly trained in the regulations surrounding classified information? Didn’t he end up getting a promotion? I won’t swear to that promotion part, it’s just what I recall off the top of my head.
Can you at least see why I, and others, are deeply concerned with what we’re seeing? Asking us to just “unite and not divide” over legitimate concerns about agendas and misconduct is a bit much. Navy CPT: As a carrier commander afloat, he has several reporting channels. He didn't jump chain of command, but imagine an email and CCing others. The people in the TO line were legit. So as a 12B, imagine the BDE CDR of the Devil BDE (82nd Airborne) who is on DRF/ IRF/ SRF (Fight Tonight Global Response Unit) sending an unclassified email to the Division CDR and CCing 20-30 other staff members stating that Devil BDE is combat ineffective. That is unthinkable, right? To the Navy CPT's credit, he had COVID 19, and up until that point had been a stud. IMO the COVID impaired his judgement, that's why the Navy didn't charge him. That plus the political fallout.
