Pretty sure, yeah. Blackmail only works so long as it's only known between a few players. Also, blackmailing a powerful person does you no good if said powerful person is rotting away in prison for hopefully the rest of their life.

Don't know if you've noticed the giant crackdown on child trafficking and pornography going on world wide right now, but there's been more people arrested, more rings destroyed, than I've ever seen happen in a couple of years. There seems to be a theme going, and all it takes is one person being sloppy and leaving a digital trail that will lead all the way back to the nastiest spiderweb the world has ever seen.
