How about no more government loans, private loans only. Turns out banks won't give money to the person getting a degree in gender studies, but would give to someone getting an engineering degree, because they actually want their money back.
Edit: Also banks won't give loans to pay for overpriced schools, bringing education cost down, and increasing competition.

college costs only increased because of government backed loans, prior to the mid-1970s student loans were very rare
