Well think about the alternative that you are suggesting... That we just arrest a deeply embedded cabal of criminals on day one... That everything presented in the media and on the surface on both sides is the actual story/truth...
How is that realistic? It's not. This is an ongoing battle and this battle will absolutely continue even IF all the main characters of today were arrested right now... Because there is no shortage of evil.
