They will get that number up. Most of those in critical condition tested negative several times after showing symptoms. They will rig test results to optimize the deaths they need.

I don't know where they got the CDC's definition of epidemic. Technically that's not how the CDC defines an epidemic, I happened to know this one:
"Epidemic refers to an increase, often sudden, in the number of cases of a disease above what is normally expected in that population in that area."
