The world is currently held at peace by a philosophy of mutually assured destruction. Every nuclear state is afraid to attack another nuclear state because of the retaliatory strike. If the U.S., and therefore her nuclear capabilities, is compromised or otherwise significantly weakened, I have little doubt we would be attacked by opportunistic nations looking to take advantage of the situation.
