Once the initial shock was over, the SCOTUS decision was disseminated, and it was determined that they didn't say he couldn't do it at all, just not the way it was tried the first time. Breitbart
My guess is, this is a dickslap at SCOTUS pending a re- submission of the repeal. He's got something up his sleeve.
Either the Dems are going to come charging out saying he can't do it, and look bad,
OR, he's going to do it, and they look bad.
That he may work out some kind of a deal where SOME stay is probably going to happen, but I'd wager there will be some STRICT guidelines. Either way, he's going to make the libs look like GIGANTIC assholes.
