In Texas, the Governor's order provides for the threat of an individual fine, not the business owner, but it absolutely prevents enforcement by denying any authority for local officials to detain or arrest, and therefore demand ID. No detention, no ID, means no fine. One thing his order did was to supersede local orders. So, it's not clear if the county and city orders are backed with any power to fine anyone.
