Technically yes, if you had a legitimate condition and were refused service it would be no different than refusing service to someone in a wheelchair. It has nothing to do with HIPAA and everything to do with the ADA. You have to make reasonable accomidations for people with disabilities.
Not exactly. As the other commenter said, it's not HIPPA but the ADA that is relevant here, and as far as I'm aware, you have to provide legitimate evidence of your claims in some fashion or another. "I don't want to state what my condition is" isn't going to cut it.
