As a regular user of many darknet markets I can tell you right now they do have strict rules about what you can list; for example no illegal porn and no people. Many of these sites will not even sell weapons. They are drugs and CC fraud markets. The image he uses even shows it was selling 1998 -2008 SSNs of minors, not actual minors. These are used to generate fake IDs/apply for welfare etc.
