Yes and no. Blacks have similar problems in other countries like Canada, UK, France, etc where there was no legacy of slavery of Jim Crow. Can't blame "democrat problems" there. The truth is that poor, uneducated white areas do not show the same dysfunction as black areas. I will say that black dysfunction has been magnified and promoted by the state and media for far too long. Blacks don't get praised for being model citizens. They get praised for being dysfunctional.
One of my new favorites I saw the other day was stats on black children that were adopted and raised by white middle class families. They still tested ~10-20% lower than their other-skinned peers in school, despite having the same environment and resources.
