I wonder why the suppression system didn't take care of it. But if they are undergoing shipyard work or something like that, some systems may have been deactivated or tagged out.
When doing serious depot level work many systems are tagged out, or in other words they are completely shut off and made in operable. What I would say though is the tagging out the fire suppression system so is low less likely to happen then say electricity to a certain frame of a ship.
Spez: even small repairs and PMS require tag outs.

I'm just not familiar with the well-deck area on an LHD. My time was all on a Destroyer.
I wish I still had all the photos and stuff from my time with the LCACs. Easy to find videos on YouTube inside well decks though.
